RQ3 defines barbarians as "organized, but their communities do not develop powerful central governments." If I remember my university class on civilization, it's defined as 4 levels of hierarchy. So Oranor would have a king who presides over no more than two other levels of leaders. (I think there would be informal leaders, such as heads of bloodlines or steads.)

RQ3 also distinguished between cultural type and religion, so lifebringer worship is by no means implied. (Though looking at the map of Orlanthi worship in Gods of Glorantha, it would be a place of storm worship.)
