A feat is a specific ability granted from a larger skill. IE Close combat is a skill. Sword and shield fighting is a feat. If your skill read

   Close Combat (sword/shield, dagger, broken bottle) you could use any of those weapons at the full skill level. Any other weapon has a penalty. This works the same for magic.

All begining characters have these skills:

  Cultural Keyword skills = 13
  Profession and Magic keyword skills = 17   Add-on skills = 13
