Not always - there's no reason you can't switch from "persuade" mundane ability to "fog the mind" magical ability, or from "climb" to "fly", or from "close combat" to "hand of death", in the middle of an extended contest. There's more to magical abilities than just casting spells - strictly speaking, the only spell casters are sorcerors.
