Elemental spirits

(I ask because I'm trying to dream up a beginner's scenario, BTW)

I want to use Earth Elementals (Gnomes) in an Animist context.

Are Gnomes just particular forms of Earth spirit? Could they, therefore, be found/controlled by a Shaman with an earth spirit affinity?
