It'a all the fault of the Lunar Bureaucracy. For some strange reason, not everyone can fully use the 1.5 power of the Red Moon, so to prevent charges of favoritism and racism and who-knows-what-else-ism the Bureau of Power Management inside the cult of the Reaching Moon "tuned" the Reaching Moon temples to give a steady, bland 1x.

Yeah, that's it.
