You are wrong, according to the mechanics presented in WB&RM/DP. The Glowline itself appears to magical vision as a translucent crimson 'curtain' delineating the border of the Lunar Empire. You can cross it easily, and know which side you're on if you can feel the Lunar 'fluence.

Yes, but this begs the question: "how many people know the secret"?

If every Lunar priest knows it, then we need to scale Lunar magic on the assumption that their priests will routinely have 50% more magical ability than non-Lunar priests.

If a typical non-Lunar high priest has 4 W's (say), then a typical Lunar high priest will operate with 6 W's *all the time* while he's within the Empire.

If a typical non-Lunar priest can boost his mastery by a level or two through hesitation, deviation and repetition (or whatever the categories for magical ritual enhancements are), so can a typical Lunar priest -- but with an already enhanced +50% base skill, this will be far more impressive.

I would be very happy if the authors of the Lunar Magic rules could tell me this has all been thought through and balanced appropriately. Saying that "only powerful Lunar characters will get +50% to all of their magic. all of the time" is not, in itself, sufficient.
