The Lunars might not be so quick to advance the Glowline into an occupied territory, since their magical power would decrease in the newly-covered area.
There would be more Lunar magicians who did not know the cult secrets along the borders of the Empire than inside it.
The Lunars would try to arrange a confrontation with enemies outside the Glowline rather than inside it.
