Yes, but if I have 10W4 vs 10W3, I can just bid all 90 APs and have a very good chance of winning in a single exchange. I risk losing 90 with the possibility of gaining 70, but that 70 would wipe the opponent out. A -20 TN penalty is much more severe, especially if it is applied before starting APs are calculated.
