Not really. Read the rules for Agents of Reprisal in TR p80 onwards.

1. He can resist the agent of reprisal but not use any of his Storm Tribe powers.

The supporting character might have acquired a charm from a foreign magician for protection. Although more powerful daimones will follow.

2. The Agent cannot simply appear but must be summoned by a Priest.

The supporting character could have avoided this awful fate by not revealing to the Temple community all of the documents that he forged. Like those helping the current High Priest winning a dispute about ancient documents for example.

3. The supporting character can make atonement.

He might have forged land grants for the temple as a way of making amends for offending against the god.

4. The supporting character can leave the Storm Tribe.

The Agents then come once and if he defeats that, he's home free.
