No.

Balance is odd in HW, but:

i) followers are limited in scope (e.g., not all followers will accompany on heroquests, they can't act independently, they may need wealth etc. to equip, you can't take followers everywhere, they can die more easily than you).
ii) yes - roll ability checks on the relationship in tricky situations iii) more followers means tougher enemies and challenges will be faced*
