*Normally* (always a useful get-out clause) the puppeteer would be putting on a show so the base ability would be Manipulate Puppets, and the ability to make them look life-like would just help. However, if the key thing was to make puppets look life-like, and moving them was of secondary importance (eg, making the dummy in the bed look like your character as the assassins creep up) then the Narrator might rule that Looking Real is the base. IMHO, etc...
