Note that the wording is "not normally", which leaves you (as a player or narrator) wiggle room to say "this is not 'normally', it is a special case".

The idea is that the puppetter (frex), will use "Manipulate Puppets" and "Make Puppets look real" to augment her "Puppet Play" mundane ability.
