In a word, irrelevant. Your narrator's view is the only one that matters. (I certainly appreciate that you're not looking for us to overrule your narrator in this case, but I'd hate for the principle of "appealing to the panel" to be misinterpreted or misused).
That said, what you did sounds most cool and righteous to me, so I guess I'd have allowed it. (And screwed your HQ powers over royally if you'd even *marginally* lost, BTW).
