My assumption is that the result of a quest for personal power is
permanent and the result of a quest for a community benefit that is
subject to time limits. Possibly requires a re-read (again).
I would be wary of reading too much into the example HQ (Hervalds
Helm) in the Narrator's Book as I understand that it reflects an
earlier draft rather than final HQ rules.
