I think I'd always assume that the material the shield was made of would be 14 (Stock resistance for 'stuff') in that you're trying to destroy something made out of wood or bronze. Iron of course would add to this.

If nothing else, a resistance of 2 would pretty much make every attempt to destroy a shield a roaring success, to the point that nae bugger would bother to carry one.
