How "low level" a quest are you think in terms of? If it's of moderate difficulty it's happening on the hero plane; if it's of low difficulty it's happening on the _mundane_ plane. In either case it's "in" Orlanth's hall in a mythic sense, but not in terms of where the primary consciousness of the questor resides. In those terms, only a very high level quest would happen "in" Orlanth's hall, that's my understanding of Greg's various comments.
