If the Affinity is the same, he can learn the new feats into it directly.

If he now has access to a new affinity, he can get it for 3 HP at a starting level of 12.

I think that if its a subcult, there's no need for a Initiate skill (its subsumed into the parent cult) but if its an acutally seperate entity, then you either get a skill at the same level (Orlanth Adv going to Orlanth Rex) or you start at 12.

Be patient, I think this is covered at GREAT length in the Theistic Magic chapter....?
