No, he, personally, has 82,000 lunars ready to hand. He can temporarily DOUBLE that for any large purchase, taking a chance on reducing the rating by a few points (big deal...). He can readily BUY 1024 extra horses with his ready cash, but as he's probably not prepared to use his existing cavalry as spending money, they will not be accounted for within his Wealth rating.
