Let's say he was involved in bribing some giant to do his bidding,
and was competing with the Kralorian emperor and they had a contest
for 20W3 -- so the weath rating indicates the resources either
emperor can bring together in a moment's notice -- not the total
value of every object in their possession in the whole of their
respective empires.
So the table is a useful narrative tool
