I'll have to reread the cementing rules! I though that, as the rules stand, one could cement Items of Great Power. That is, the result is not merely a rating of 12. Cementing an Item of Great Power for only 1 HP is clearly undesirable. Cementing for an ability rating of 12 has opposite problems.
