If 'Stormbringer' (sorry but is a well known sword but I could have used 'Balmung' ) was introduced by a GM into her game then players should be able to cement it at full power as it were for 1HP. The sword has 'character' and helps to define the hero, Elric (or Siegfried) wouldn't be the same without them. However their relationship to it would be at the starting rate of 12 although it has some undefined abilities along with some obvious ones (close combat 5w3, etc.). Rules wise it would be treated as a follower which could be replaced if lost. When a replacement is found i.e. 'Mournblade' from Arioch (or Mimung from Wittich) it would cost no extra HP, getting it though may prove more expensive in the long run depending on how reciprocal they are.
The GM has to have good story points for the hero to continue using the swords without over balancing the game for the other players (although they may have magic swords or torqs etc. themselves).
