No. Yes. I'd work out the bids as starting low and increasing then decreasing for most rivers (depending on how it looked).

Two other alternatives are i) no bid for the river, ii) fixed bids for the river. Both can work.

Yes.

Just use the AP loaning rules (probably with present APs) and the unrelated action augment rules.
