Whenever my poor NPC's try to run away from the PCs when they are losing a fight the PCs get to go first in the round (they are winning as they have a higher AP total) and just murder the poor b*****ds before they can get away.
Inevitably the argument goes:
GM:"They turn and try to flee"
PC:"Woohoo, as they turn I stab them through the heart" <effectively arguing that they get that last Close Combat attack before the transition to a running contest, and as the NPC's are on low APs anyway they are always knocked down to negatives before their turn.>
Any suggestions ?
