When I first introduced this rule, the intent was that 3 was a number that nobody ever bets. The reason for picking this was to force people to remember to declare their bet BEFORE rolling the dice. (No one wants to have to reroll their lucky 1, but it also doesn't make sense to let them make a stake after seeing that they won.)

True, if someone is 10w2, they won't want to bet 7 very often either, but I don't see the need to complicate things (an extra 4 AP here isn't going to speed up the contest). You're not really supposed to be using default stakes.

BTW, no one ever bets 3 because if you are hopelessly outclassed and waiting for your friends to help, you bet 1. 4 might have worked, but 5 is a useful bet if your ability is 12 (e.g. a newly started ability).
