        I'd say the former; otherwise, you'll hardly ever get to use the ability without modifier ("nope, no gods around today..."). I suspect it could also be used to notice theistic magic in general ("Humakt's hand lies on this house..."), although with a modifier (perhaps based on the level of devotion of the caster -- disciples are trying to be gods, after all). These abilities might even be used to detect the "sphere" of the force in question -- Sense Spirit might detect the presence of disease (Malia) or a rapist (Thed) -- at a fairly hefty penalty, I'd think. That gives room for "sin hunters" -- theistic specialists who look for actions pleasing to enemy gods ("I can smell the stink of Rebellion rising from the village Centurian." "Right. Good enough for me. Burn it to the ground, troopers.") Who needs truth spells when certain actions leave spiritual marks on you....
