Nope, they talk about the Great Ziggurat atop which Yelm's Throne was placed. It's in Raibanth, not Kero Fin (nor, indeed, Magasta's Pool). There's no reason why the Axis Mundi should always be in the same place across cultures, after all. The Dara Happan mythic world revolves around Yelm, doesn't it?
