I should think that a "played out" HQ in which one gains a new feat should gain you that feat without needing to improvise it (unless, of course one needs to improvise the feet in the course of the HQ...). A feat that you want to cement without having to improvise first in any other situation will cost you the "not used in play" price, and would assume a HQ performed "off stage". A feat improvised then cemented costs the "used in play" price, and again assumes an off stage HQ to fully understand the actions of your diety

Hmm - should a feat become *harder* to improvise if you decide not to cement it - a devotee with a couple of masteries might not care about a -3 penalty to a feat compared to spending the HP to boost skills/affinities?
