Hmm, another thought about goons and followers. you could epresent the permannent effects of such losses in AP terms by deeming the "wound", ie AP loss, which kills the follower, be turned into penalties carried by the followers replacement. So say a 17-point follower is killed, this translates to a "permanent penalty" of either 2 or 3, depending on your rounding, so you introduce a new follower carrying this openalty, i.e. at 14 or 15 TN.

This allows both the whittling of a villains forces, for their replacement followers steadily drop in quality, and as a means of controlling character follower ability inflation, if you arrange to bump them off every so often.
