        You might also think of it as:

<15 Unremarkable
15-5w Notable as skilled at the stead/bloodline/town level 5w-1w2 Notable at the clan/city level
1w2-1w3 Notable at the tribal/province level

        So the Balmyr master potter's (with Make Pots 10w2) pots are probably known to all the clans of the Balmyr and maybe to some of the clans of the surrounding tribes/city ring. If one of her pots made it to Tarsh, it could be recognized as a really nice pot, but a buyer would be really unlikely to know or care that "that's a pot by Jenna Clayfingers." Similarly, if there is a clan Lawspeaker who is known all through Sartar for his fair legal decisions and his comprehensive knowledge of the laws, then his Law abilities will be in the w3 area. Obviously, relationships can modify this, as can really notable deeds, avoiding notice, extreme specialization, etc. but the range of someone's fame is a good rough guide to his or her competency (or lack of it, but that's a different scale).
