Yes, but I would want some explanation. Frankly getting the players I had to push the envelope was a struggle. If they wanted to, and it wasn't mad I'd have welcomed it.

Would have wanted a better explanation that 'just because'. I don't see the point of making it more expensive. Anyone with Fly 13 is going to get forced out of the skies rapidly by any old Thunderous Initiate (let alone Devotees) pretty quickly, so making it less effective would defeat the object.
