Umm, no, not as a whole group. "Inept, Untrained" soldiers will probably be Garrison troops back in the nice, safe empire, not out on the bleeding edge of expansion. Sartar is still very much a live-combat zone, and sending untrained troops will simply result in a lot more lunar deaths. (Conspiracy theorists may now go wild with "Intentional atrocities to get the Empire to send in more troops"-type stories).
Also, what use is it to have inept villains? What hero will boast of killing
tyros? Even armed tyros?
Sure, a few guys in a patrol may be replacements from the Empire, but most
will be veterans. Of course, you *can* play "Newbie in the 'Nam" and only
have a few old vets, (including the one guy who's "short" and will be going
home in a week. He, of course, *must* die on this last patrol), but that
will more normally be played when the Heroes are Lunars.
Underprepared, young raiders? They won't grow into prepared, older raiders.... Most raids are led by experienced warriors, who leave the "underprepared, young" ones holding horses, watching the backtrail, etc. As the kids grow older and more experienced, they are given more dangerous and important jobs to do. Can there be a band of U,Y raiders? Of course, but again, it's not normal, and not really heroic when you beat them.
