I always keep the ratings on keywords between eight or twelve points below their main ability, which for the majority of my NPCs is Close Combat. NPCs will operate on the basis that they will raise their best skill up to be the best warrior/hunter/healer/whatever. I am in the process of trying to encourage my players to use alterative abilities for their attacks/actions to get their opponents AP and TN down to a lower number. However it isn't easy but I will presevere. They have started using their HP the raise other abilities so their heroes are 'more rounded' so there is some hope.
