We have created our own problem with this idea, however, by strongly suggesting every player should have more than one character. Thus, if it's not a combat-oriented scenario, leave the Uroxi at home. This gives everyone a better chance of being more useful than just cheering on the more competent specialists. Of course, it's possible to spring a surprise on the players/characters, but it does sort of defeat the purpose of having more diverse characters, and if you do it all the time (or even enough to force diversifying advancement of abilities) it's really cheating the players (who won't get a chance to develop their characters since they never get to play their strengths).

Increasing costs of higher abilities would be a good way to encourage developing the less immediately useful abilities. But introducing such a rule after a couple of years of play would be... unpopular...
