I am, however, wondering if multiplying by the 'current' level of mastery might work. It would therefore cost double to rase an Ability which is already at two masteries, but only normal for all those still at or below one mastery (and a smack round the head for any clever dick who claims improvement below one mastery is free because you multiply by zero...).

This would affect precisely one ability of one character in our campaign, and would allow the characters to rise TO (but not easily above) the common NPC leaders. You could also make magical abilities an exception to the increase, so that magic becomes cheaper at two masteries.
