Becoming a Devotee

What house rules/requirements are people using to determine if their PCs get to be devotees?

The rules seem to say that (in play) you can buy the attribute "Devoted" for 3 Hero Points at a TN of 12

(oh yeah -- convince the priests and cult spirits you are kosher as well)

• it all seems rather easy

but the rules on becoming a Disciple are much clearer

What might be a good benchmark for determining Devotee status?
- all the cult's affinities at 1W?

• a cult skill at 1W?
• a cult virtue at 1W?
• undertaking a quest in the service of the cult?
