Thanks to all for pointing out the Closed, Moderate, and Open explanation in the rules synopsys. I'd forgotten it had been covered.

It still begs the question of how an inexperienced ref knows what is _not_ an inappropriate ability for a cult or culture. Not a problem with RQ as the restricted skills were mostly listed in a given cult description and you could not just make new ones up or make ones that were basically the same as existing restricted ones.
