I'm not sure that having the most opportunities to intervene elsewhere should be regarded as a punishment. It does come at the cost of nobody being left to help you out but then I wouldn't want being first or last to be entirely "better". If you ran this as "highest AP goes last" then that would represent the ability of the person with the most initiative to react to other events best, whilst their friends who are less on top of the situation are less able to intervene /after the event/. Anyone can still intervene on behalf of the last actor simply by saying they are doing so when their turn comes around.

Agreed, once everyone has declared an action (any action) and it has been resolved then that's that and the narrator can describe the overall outcome and move on.
