The Narrator's book is not within reach right now, but the section on narator characters does have a paragraph on hero points for villians, so the author's thought about the originally.

That said, I have learnt a lot since 'Cattle Raid' (and I am still learning) and I would not give the villains there hero points. As yet the heroes have no relationship to them, they don't care about them. Of course if the cattle raid ends in a killing, and a feud starts, then I may have a ready made nemesis for the players from among Barwulf and his kin. Once they threaten some of the player's kin or friends they may become hated enough to start warranting a few hero points.

I think that the way to judge this is from the players. Do they feel that Barwulf and his kin are their nemesis, and mutter their names regularly - then Barwulf and his kin deserve some HP in the final showdown. YMMV.
