This is based on the assumption that APs represent damage. APs represent the capacity for action. If they represented the capacity for damage, they would be called Damage Points or Health Points...

Negative APs mean that the character (in normal circumstances) cannot act (only oppose) and represent how much help they need before they can act again. In our game, a character at negative APs in a combat, may be lent APs by another character describing that they attack the first character's opponent to give them room to recover.
