I've never done this, but when I read your post, it seemed like the simplest way to do what you want is for the winning general to gain whatever he drove his opponent to in the initial maneuvering. Thus, if Grawi Impala-skinner wins the maneuver contest by driving Sukru the Ponderous to -23 AP, Grawi starts the actual battle with 23 extra AP.

This would allow totally different abilities to be used in the contest of maneuver and the contest of arms, which makes a certain amount of sense.

I'm not sure this should be a general (no pun intended) practice, however -- most of the time, treating everything as a single contest where contestants switch abilities after the first exchange will be easier.
