Yup, I measured my own bows - a 39 pound draw composite, a 50 pound compound and a 60 pound longbow - and every one was around 200 ft/sec. More powerful bows need heavier, stiffer arrows which fly slower. Modern (carbon shafted) arrows are vastly lighter so fly far faster (but they're more expensive so no chance :-).
