Or a magical feat?
I generally dislike adding lots of specialized abilities -- Close Combat is supposed to cover anything combat-related. And it makes sense that a master swordsman would be able to control his blade and parry arrows.
On the other hand, it's arguably an exceptional ability, so it makes sense to have an arrow-cutting feat (which could either be used directly, from its affinity/feat rating, or to augment Close Combat).
