I'd like to add a third vote to the "straight ability" for arrow cutting. Although you might want to run it as a feat taught by a cult or a herocult or a hero band (or ancestral spirit).
It seems special enough to merit an HP investment stream outside of the close combat affinity.
When narrating the ludicrous exploits of a 5W3 swordsman vs. 12 rated primitive tribes with bows, yes, include arrow cutting, bouncing arrows back, whatever in your description of the carnage. But in regular play the "cutting arrows" should be a specialty.
