No. Why on earth introduce a special rule for vampires? Special rules are a Very Bad Idea in HW, in my opinion. Why? Because players can give their characters ANY ABILITY THEY WANT. How can you justify a

special rule for a vampire's 'Drink Blood' ability, and not a
player's 'EWF Scrying Crystal'? Trying to justify a special rule on
the grounds that 'Drink Blood' is an 'unusual' or 'special' ability
won't wash: isn't an 'EWF Scrying Crystal' unusual and special? It's quite possible to create player characters that have mostly 'unusual' or 'special' abilities in their 100-word write ups. If you start creating special rules for particular abilities, where would it end?

I suppose you are trying to model APs as blood level. This is wrong: APs are not Hit Points or Blood Points.
