If the contest is dramatically important then the GM should try to ensure in advance that the resistance is high enough that the -5 improvisation penalty matters*. 'Cos of the scalability of the rules set (anything from fairly scalable to extremely scalable, depending on taste ;-), -5 is the same no matter how many masteries.
