First you have to define "always" and then you have to define the other constraints on a Simple Contest ;-)

If the Simple Contest involves a player character vs a narrator resistance then the other constraints include

1 - Can the player user Hero Points? For a single roll, this is equivalent to an additional mastery on their ability rating.

2 - Can the player enhance their base ability rating? A player character often has multiple related abilities than may be used to enhance. This can easily mean an additional half mastery of enhancements. A narrator character often only has two general skill ratings (this is a good thing as it makes scenario design much simpler).
