Coincidentally this occurred when I was narrating, actually with the word Cunning.

I did not allow it, since I considered Cunning too broad. Based on the 100 words, I suggested Plan or Cunning Plan, but the player plumped for Devious, which I thought was narrow enough.

Similarly, I did not allow Spy, but did allow Spy On People.

As Wulf mentions, this may all get fixed in Heroquest (next edition of the rules) with proper handling of broad and narrow skills. Until that happens, I take the view that all skills must have the same "width".
