That is one of the differences between the two approaches - If you fumbled in RQ then there was nothing you could do to mitigate the problem - particularly galling if it was a roll of 00 in a skill you "ought to" make easily. At least in HW you can burn a HP to avoid the fumble - You just have to decide which is worse/more costly - the effect of the fumble or the loss of the HP.
