That's how I use them. In fact, I allow these as 'automatic' augments, adding 1/10 to any appropriate ability without an action, and in addition to any other mundane augment (also Large and any others a player can convince me of, chiefly behavioural/mental traits).

Tough is, of course, also used to allow a Final Action, could be used to resist poisons or the like, and Strong could be used to lift things, break holds, etc.

In a 'heroic' sytem like HW/HQ it's hard to imagine getting TOO powerful with a single augment. How much are you adding with your augments? Even a +10 Bonus /+^20 Edge would require a MASSIVE augmenting ability, probably 3 masteries. Oh, and are you adding Bonuses or Edges?
