As Wulf says, spending HPs on improving your Strength or Toughness so that you also get beter at combat is very poor use of points. Every +10 in Strength or Toughness only gives a +1 automatic augment to Close Combat. Also you can only augment an ability with one other mundane ability at a time, so a character can't augment his CC with both Strong and Tough at the same time.

It's a common reaction when first getting to grips with HW that mundane ability augments are a way to minimax the system, in fact they aren't. Every mundane non-magical ability your character has should principaly be usefull on it's own, otherwise you're only get 1/10th the benefit from the points in that ability.
